Has set_ImageLayerPercentTransparent() method been implemented?

I know the documentation says no, but its also been dated for 2007.

If it indeed has been implemented, any suggestons on its usage? I cannot seem to get it to work.

See Image.TransparencyPercent property. It accepts values between 0.0 and 1.0.

Map.SetImageLayerPercentTransparent is redirected to the same property.

Last Question... Is there a way to make any layer partially transparent. e.g. a layer containing a shape file? Or a method for converting a shape layer to an image or image layer so that I can apply transparency to the resulting image layer?

Map.ShapeLayerFillTransparency is what you're after for the whole layer, for individual shapes use Map.ShapeFillTransparency instead
